add_filter() error

    I received this error when trying toinstall wordpress:

    Fatal error: Call to undefined function: add_filter() in /home/dixondow/public_html/weblog/wp-includes/default-filters.php on line 4

    I went to line 4 on default-filters.php and it has this written there: add_filter(‘bloginfo’,’wp_specialchars’);

    am I supposed to change that to anything? I didn’t see in the instructions anything about chmod any directories to 755 or 777…please advise if you can help a brotha’ out…

    No, you aren’t supposed to change anything. Reupload the files — something is probably missing or incomplete.
