Add to cart not adding any items

Hi,
Just recently my add to cart button has stopped adding items to my cart unless i am logged in as an admin.
when i get redirected to the cart it says i have no items in my cart every time.
I have gone through all the topics and suggestions i can find

-disable other plugins
-disable theme
-no JS errors that would indicate anything
-check the woo commerce system status – no red errors
-changed php version 5.3/5.4/5.5

I am hosted on microsoft azure and dont have access to any more configurations but this was working before and does still work when im logged in

anyone have any more ideas??
