I have a wordpress 2.5.1 site setup on bluehost that is having problems sending new user registration messages to the new user.
It does send the new user message to the admin.
It does send the new user message to the new user, IF the register themselves from wp-login.php. But if the administrator creates a new user from the site admin area, the user does not receive the welcome email.
Is this the default behavior of WordPress? Or is there some way to fix it so that users created by the site administrator still receive the welcome email?

I am wondering the same thing...
And there isn't a single option to turn this off/on at all either.
It's the default option as far as I can tell. The only person who receives notification of anything is the admin user.
I think this should be a wish list item, don't you?

Are there any plugins that add this functionality - emailing admin-created users their username/password?
I really couldn't find any, given the weak search options in the plugin repository...

I'm having the same havoc with my new wp powered site.

i am having the same problem
I've been using this plugin:

Which does offer this feature, and a few others that are cool.
I'm on WordPress 2.6.3 and I think it's working fine, though I just upgraded so I haven't tested everything out.
