Is there a way to add buttons to the editor on the "Write" page?

When you log in to your Control Panel to write a new post, If you DON'T use the "Visual Editor" like I prefer (unchecked "Use Visual Editor" in my profile), there are a series of buttons above the editor: (bold, italics, etc).

I want to add buttons for "non-breaking space" and "target".

See the Quicktags section (how to add...)

Note. In the latest version the quicktags.js is located in wp-includes/js directory.

[EDIT. Added "quicktags" to the topic title to make future searches easier]

I wish someone would create a plugin to do this. It seems everytime there is a major upgrade I have to do this over again.
