   I will be offering free blogs and I'd really like to fully activate Akismet without the blog owner having to activate it on his/her own. Meaning, I don't want them to create their blog, log in for the first time and see:

   "Akismet is almost ready. You must enter your Akismet API key for it to work."

   I would like to use my akismet account for all child blogs created.

   If its possible, how do I go about it?

   Ask the Akismet guys. :) It does have a way to use one key for the whole network, but that also clearly knocks you not commercial usage, so they may be compelled to charge you for the service.
