Access given to all levels

    I setup 3 different membership levels. 2 were FREE and one was paid.
    I used the category in the Content Settings to restrict users to that category only.
    These were then setup in a post to display the items available.

    I set this because I only want someone to signup for one free items, and NOT be given access to another as well. They will need to signup for that as well to get it

    However when I signed up for ONE free item, i could see ALL items, but paid and free.

    Why do I see ALL items when I have signed up for one free one
