If wordpress.com, then your question needs to be handled by wordpress.com (and not wordpress.org)
If you are referring to a self hosted WordPress install that keeps getting suspended, it is highly recommended that you contact your hosting company. Hosts generally suspend accounts if they are past due on billing or the website is very popular and is using excessive system resources on the server.
