Accessing static IP address from the internet

My set up is as follows:
1. Beaglebone Black, Rev C,
2. 64gb microSD
3. Nginx, PHP5, Mysql
4. Static Pacbell.net address (yes, they used to give these out back in the late 20th century)
5. WordPress 3.9.1
6. jAlbum 12.1
7. LinkSys/Cisco routerI have set up a local WordPress site at my 192.x.x.xxx, and works fine. I have changed the Settings, General, to point to the 63.x.x.xxx/ address, but when accessing from outside world, ie., internet, at this address, the site is slow to load, not rendered correctly, and the menu links are not working.
My question is: Has anyone successfully been able to do the above. I have read many, many threads, but have not actually seen a hard solution. Thanks in advance.
