Access gallery shortcode attributes from another plugin?

I’m working on a plugin that adds some functionality to the gallery. I would like to be able to access the attributes the user includes with their [gallery] short code tag from my plugin. Specifically, I’m trying to access the include and exclude attributes which are sometimes passed through.
