   Is there a basic plugin that enables you to upload a photo and small desctiption of yourself to use in the footer of your website?

   If anyone else is looking for a simialar solution I have found these so far that look promising:

   Author Image
   http://wordpress.org/extend/plugins/sem-author-image/

   Author Image integrates well into Your Profile where you can now upload an image for your profile. After that it gives you the ability to use your information on your profile page as a widget. This is the one I am going to be using.
