    Can someone help me fix this problem if I give them access?

    Don't know if this will help but if you are still at version 2.7.1, edit the file on your host.

    That file is wp-admin/includes/file.php

    Change line 444 from:

    $response = wp_remote_get($url, array('timeout' => 30));

    to

    $response = wp_remote_get($url, array('timeout' => 60));

    Then try the Tools->Upgrade again.

    If that doesn't solve the problem you may have to do a manual upgrade as described Upgrading WordPress.

    Oops, see you posted twice more before I got this written.

    Since you don't have wp-admin/includes/file.php suggest you restore your 2.7.1 files backup.

    now I have the error : Warning: Unterminated comment starting line 656 in /home/tunermag/public_html/wp-settings.php on line 656

    Fatal error: Call to undefined function require_wp_db() in /home/tunermag/public_html/wp-settings.php on line 250

    What do you suggest? I dont want to lose my theme and etc. Should I delete all my wordpress files from the ftp and install a new copy?

    should I just save my theme and images to my pc and delete the rest or what?

    Before doing anything I would backup your current files. If you don't know how to use FTP to do that please read WordPress Backups.

    Let me know when you've done that.

    Ok I am saving my complete public html folder with contents to my pc that way I have everything. Anything else?

    Okay, now we are going to deactivate all your plugins:

    Via FTP navigate to the wp-contents folder (directory)

    Via FTP rename the folder "plugins" to "plugins.hold"

    Via FTP create new folder in the wp-contents folder called "plugins"

    Let me know when you are done with that.

    I renamed the folder but when I tried to create a new one it said:

    [12:10:36] 550 Can't create directory: Disk quota exceeded

    what do I do?

    Hmm, not sure why create a folder would cause you to exceed disk quota. This may be an issue you have to address to your host before moving on, but...

    Try deleting your wp-includes and wp-admin folders. Then try recreating that wp-content/plugins folder.
