Help making site mobile

I’m using Twenty Eleven version 1.3 and I’m trying to figure out how to make the site mobile friendly. The template was heavily modified by another person. They created several templates and create a customized header and footer. I think they have two new .css
Any help would be great.
If you need the website I can give that info out.
