enable file listing for everyone but download only for subscribers

i am trying to set my file lists viewable by everybody but files downloadable by only subscribers, for this, i set all my file parent categories to be accessible only by subscribers and uncheck the box besided ” hide inaccesssible file” . but after that file lists are not visible to everyone. there is no problem to subscribers, files are listed as it should be, and they are downloadable.

the only problem is i cant make it visible to everyone if i set files to be accessible only by subscribers.
