why? is_active_sidebar (true) and dynamic_sidebar (false)

I have properly registered my sidebars with register_sidebar(). They show up in the admin just fine, but when I load a widget into one of them and call dynamic_sidebar… nothing; dynamic_sidebar is definitely returning false.

If is_active_sidebar() is true and the code proceeds to call dynamic_sidebar(), why would it then be false?
