Site Title and Description in Browser not showing

Hi

I’ve just started building a new website for the radio station I volunteer for and am running the wpzoom Telegraph theme. The site is currently in development and so is not visible when you type the existing site url in, but currently at the moment, whilst I am building it, instead of the site title and description appearing at the top of the browser window, I just get the url showing up.

What I want to know therefore, is will this change when I make the site ‘live,’ or is there a setting I need to change to make it appear. I have entered a site title and description in the General settings tab and under the theme settings, but these don’t seem to change anything.

Any advice most appreciated.
