Fatal Error Issue

Can someone help me with a solution to this issue I am having with WordPress. I received this error message after trying to upgrading to the latest wordpress update
Fatal error: Allowed memory size of 33554432 bytes exhausted (tried to allocate 30720 bytes) in /data/23/2/112/103/2764755/user/3039628/htdocs/wordpress/wp-admin/includes/deprecated.php on line 271
I checked online regarding resolving this problem with no such luck. I contact Net Solutions Technical Support which they replied back with this solution:
Your issue can be resolved by customizing PHP settings on your hosting package. Default values for PHP can be modified by use of the “php.ini” file that can be created in the /cgi-bin. You may create or make changes to the “php.ini” file and upload it to your /cgi-bin folder.
Whenever changing (or removing) a custom php.ini, you need to remove the file /cgi-bin/.php/php.coalesced.ini. Failure to delete this file will mean that the previous settings are used until the server re-generates this file. Deleting it forces the server to re-generate it on the next PHP load.
My question to anyone how do I create a php.ini file or is there another solution to this problem. I would appreciate if someone can assist me.
