Media Tags tab is blank

The “Media Tags” tab that appears in the “Add Media” window is blank. I noticed this issue in both wordpress 3.4.1 and 3.4.2.
If debugging is enabled, there are no debug messages.
If I use firebug to see the code inside the Media Tags window, there is HTML code in there.
