No 'Save' button on Settings->Bad Behavior panel

Not sure when this crept in, but I just applied the 2.2.10 update (to get rid of the extraneous error_log ‘foreach’ warnings introduced in 2.2.9), and now I do not see a ‘Save’ button in the Bad Behavior settings panel.
