Exclude Page Parent Options

I have been looking around and I haven’t come across this yet.
Here is what I am looking for:

My website has hundreds of pages to choose from when selecting “Page Parent”. I want to limit this list from pages that my users should not even see really, let alone use as their pages parent. Where is this option constructed?
