discussions and comments

Hi All, im a newbi to wordpress.
Im doing a small website for a friend, im using the colour shading template, I want to disable commenting on the site, I have disabled commenting on the top of each page and post and also been to settengs -> discussions and I have also disabled it there. But guess what the comment dialogue boxes are still appearing at the bottom of each page and each post!!!! go figure.
secondly. I need some help in putting up a small logo at the top of the page, the template has made noprovisions for that.
any php wizzkids here willing to help?
