Best way to organise Media Gallery in Multi-Author blog?

I want it so that the authors / contributors can’t upload images, but instead of an organised Media Library split into categories.

So if they’re writing about Red Widgets, then they open up the folder ‘Red Widgets’ and can use one of those images for their post / article.

The Media Library just lists them all in an untidy order.
