I tried out Reverie so far. It has negated the theme overrides for custom style sheet’s and that might be problematic for our team. I’ll try the other ones as I am looking for a theme that can be easily understood by a few members on a team who don’t fully understand the WordPress system (i.e. I don’t want them having to make any core changes to the parent theme). Responsive looks promising. I’ll keep trying these out.
I included mine because we offer 100% dedicated support for free and support is handled daily, well even hourly when time permits. Almost 200,000 downloads in about 6 months and according to Google about 110,000* live sites (checked last month), I am proud to say that we achieved a lot in such short period of time.
Note that Responsive isn’t a framework, it’s stand-alone Theme, just like most of them listed above, it offers handy hooks and it’s not as advanced as Thematic 🙂 But you won’t be disappointed.

If a theme is released under GPL (license), it must also be used under GPL.

GPL’ed licensed software means that the author cannot restrict the distribution or the modification of that software. That also means that you (the user) cannot restrict the software either if you distribute it.
If you use the software, modify it but do not distribute it then you do not have to share or make available your changes at all.
That’s very free and we’re all huge fans of GPL’ed software. Emil’s theme’s are very GPL’ed.
If you create a commercial theme off of Responsive like that you will absolutely need to credit the original author and you will not be able to restrict the distribution of that work in anyway shape or fashion.
Rather than starting with someone else’s work you’ll be better of creating your own theme from scratch. Trying to sell someone else’s work is Just Not Cool at all.

How to Start ??. Can use Starter Themes or Frameworks? If yes, What is Best for me?
Another question, In most of the Starter themes, they are using some CSS Frameworks like Foundation, Twitters Bootstrap, etc. If I want to change the CSS to navigation menu means,etc., means how to do that? need to edit that core CSS Files?
