Reinstall of WordPress failing me

My ISP deleted my wordpress files but left the database. I have a backup of wordpress from mid July and I have backed up my database tables. I use phpadmin for database stuff and latest version of wordpress thoiugh I do not know if the july backup of wordpress is the latest version.

I am failing to get things yrunning again and have tried a myriad of techniques inclduing fresh installs, deletin gandimporting the database etc. I have followed http://www.tamba2.org.uk/wordpress/restore/ with no sucess.

Whatever I do I get the “It doesn’t look like you’ve installed WP yet. Try running install.php.” Message. If I run install.php I get a message that I need to delete the old database. If I run upgrade.php it gets to teh window saying well done and have fun but when I view the blog I still get the message “It doesn’t look like you’ve installed WP yet. Try running install.php.”

I have deleted wordpress and threinstalle database several times now and tried various methods but without luck. Can someone save me?
