You can do that by going to the options page at Settings > General > Event Submission Forms > Allow anonymous event submissions?-yes and assign a Guest Default User
to approve or decline events, you can unchecked user capabilities publish_events at Settings > General > User Capabilities then you can use shortcode [event_form] to your page
Hi thanks for your help I’ve done that however the “guest default user” only has “admin” in the drop down box.
And i cant assign a guest default user other than the admin, is there something else im missing?

you can create a dummy user at wp > user which has a subscriber role and assign that in Guest Default User.
I’m real noob at wp.
step by step would help the most for me.

I would like to have a “Event Submission” button so people can submit their own event that is modified by me. I followed the above instructions of:

basically, you just need to paste this shortcode to your page [event_form] then if you allow guest to submit events use the option at Settings > General > Event Submission Forms > Allow anonymous event submissions?-yes
If you unchecked user capabilities publish_events, events will not the publish without the approval of the admin and for notification when a new event was submitted you can set that using the options page at Settings > Emails > Event Email Templates > Event Submitted then fill in Administrator Email.
