Try:
– switching to the Twenty Eleven theme by renaming your current theme’s folder inside wp-content/themes and adding “-old” to the end of the folder name using FTP or whatever file management application your host provides.
– resetting the plugins folder by FTP or phpMyAdmin.
– re-uploading all files & folders – except the wp-content folder – from a fresh download of WordPress.
– running the upgrade manually via wp-admin/upgrade.php
Is there any other method without FTP.

I got this message and tried to call GoDaddy and access the FTP, but they said it wasn’t in their control. So yeah, any help?

GoDaddy offers a file management application if I remember correctly. Their hosting documentation also tells you how to set up an FTP client.
Hi I had the same issue, I thought the wp_is_mobile() was an issue caused by my Carrington Mobile plugin. I renamed the plugin folder using FTP and was able to see my dashboard again. Next I went back into the renamed plugins folder, deleted Carrington Mobile plugin folder, came back into my WP dashboard and reactivated all my plugins – and it worked!
