Can I get the_excerpt into my permalinks?

Best question: I’m immigrating from MT, and there I had my permalinks with the content of my excerpt field included in them. Is there a way to do this in WP?

2nd Best Question: if that doesn’t work, is there a tag for getting just the last 2 digits of a year in the permalink? I need “06” but %year% only gives me “2006”.
