cforms uploaded file right managment

I have a form (cformsII)that accepts file uploads, works great.
User loads files, the files land in a designated directory on our windows based server runing php/mysql/wp.
The problem I have is that after the files are uploaded only windows administrators can access the uploaded file.
The directory rights (under windows) are fine but any file placed there by CformsII is admin only as far as I can tell.

How can I make all windows users who have rights to the directory also have rights to the uploaded files.

Not sure if it’s a php or cforms or wp or win/IIS change that is required.
