Try uploading and/or inserting smaller images in the first place.
well the problem is there are contributors who don’t pay attention… Now I need to know how to limit them from doing so in the future and how to repair the damage that’s been done. Is there a way?
First, lower the dimensions for the Medium & Large thumbnails in Settings -> Media. Then install & run http://wordpress.org/extend/plugins/regenerate-thumbnails/
Finally, what is the largest image width that you want people to insert into a post?
that’s a great plugin which solves part of my problem but I have two other related issues:
i’d like to also re-size images that are not thumbnails but above a certain size in kb
also I’d like to limit what people can install but in kB rather than pixels. is that possible?

I guess I was thinking I could resize all the images of all my posts with a plugin like the one you linked, that’s all
The only images that the Regenerate Thumnails plugin won’t resize is the full-size images. I don’t know of any plugin that will do that.

too bad WP doesn’t allow to limit the size of uploads by pixel and kb
