Jquery script stops other plugins from working.

Hello, I’m having problems with jquery conflicts. If you look at my website at http://www.digitalheavens.co.uk/site/products/action-sets-for-adobe-photoshop/cosmic-pack-2-deluxe-edition you will see that my script which makes the background image scroll conflicts with the rest of the site.
I currently use the platform framework 2.0 with a custom child theme.This is the script that stops the plugins from working can be viewed here http://pastebin.com/CFEHh66h
If i remove the line”<!–[if lt IE 8]> <script src=”http://ie7-js.googlecode.com/svn/version/2.1(beta4)/IE8.js”></script> <![endif]–><script type=”text/javascript” src=”https://ajax.googleapis.com/ajax/libs/jquery/1.7.1/jquery.min.js”></script>” All other plugins work fine but the background does not move. Any help you can give me to make this work with other plugins would be great.
