   The "Posts by Author" in the author profiles doesn't appear to be listing all the posts. It seems to be capped at 10. I suspect it's sharing the setting for the max number of posts to show on the main page, which seems kind of odd.

   Is there a way to literally show *all* the posts by an author?

   Yes, the settings from the Options > Reading apply to ALL of the views in WP: index, archives, category, search, author etc.

   To get different # of posts on different views you need to use a plugin. This one has a nice admin interface:
