    I don’t think it’s a file permissions issue, the server is just refusing to respond to the request. A file permission issue should result in a 404.

    I don’t see it happening elsewhere… Unfortunately a 403 doesn’t require returning information so it pretty much leaves you in the dark.

    Check with your host?

    I have asked my hosting provider. They said their mod_security block the file from any access. They told me to rename the file but if I rename it, I will can’t get the trackback…

    Sounds like they think it did something naughty. They should be able to give you more info, if that’s the case (like it was throwing errors or something).
