[request] plugins repository or update schema

I’d really like to see a central repository of wp-plugins (not a hand-made list) where the developers can register their own addons and when updating to be allowed to manually update the status of the new versions and on the user side to be able to request from this (say xml based?) repository if there is a newer version of the plugin. The main idea is of the repository and the developer-side registration of the updated versions (and searchable like wp-plugins.net).

the other concept would be a schema on the plugin specification (ofc any1 could do this on his own plugin but this is not the point, the point is to make it in the plugin specification) to allow pointing at the update url on a developers page and thus eliminating the need for a central storage.
