[Plugin: CSV to SortTable] Error: on line 63, URL file-access is disabled in the server configuratio

I need some help please, I created a test page, activated the plugin, added the shortcode with my path defined, and I’m getting this error: “Warning: fopen() [function.fopen]: URL file-access is disabled in the server configuration in (my long URL path here)… /plugins/csv-to-sorttable/csv2sorttable.php on line 63”

Warning: fopen(http://mytestsitename.com/csv/TEST1.csv) [function.fopen]: failed to open stream: no suitable wrapper could be found in /homepages/29/d120208827/htdocs/(my URL path here)wp-content/plugins/csv-to-sorttable/csv2sorttable.php on line 63

I tried on 2 different website servers and get the same errors. What can be changed on line 63? Thanks.
