They were there the other day. Now they're gone. If I go into my file manger in cpanel, they are listed, but if I try to view them I get this
Forbidden
You don't have permission to access /whimsy-is/wp-content/themes/connections-reloaded/img/top.jpg on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
What happened?
my site is www.whimsy-is.com
When you view the file in cpanel what permissions does it have? What permissions does the directory that it lives in have?

It looks like read and write permissions are checked. (Am I looking in the right place?)
I didn't change anything from before. I'm pretty green at all of this, so don't hesitate to spell things out for me. NO risk of offense :-)
More info still needed - I'm after Read/Write for User,Group and World and the Owner and Group.
And for the directory containing the files Read/Write and Execute for User, Group and World.
