    1. Should I make a static website using xhtml, css and javascript first and then convert it to a wordpress theme.
    OR
    2.Should I directly start building the theme from scratch. OR
    Should I use any framework
    OR
    3. Modify an existing theme
    OR
    4. Combination of the above
    OR
    5.Any other suggestions

    This question has no universal, definitive answer. The correct answer is entirely dependent upon your specific needs and circumstances.

    Do you have an existing, static HTML site that you’re happy with, and are you comfortable with PHP and the WordPress template system? Convert your static HTML site to a WordPress Theme.

    Do you want to build a new Theme from the ground up? Start from scratch, or use a boilerplate or a framework.

    Do you like the look of an existing Theme, but want to make minor (or major) changes? Create a Child Theme, or fork the Theme.
