Forcing dashboard widgets to the top

I am tirelessly trying to figure out how to force the dashboard widgets to the top. I have subscribers (most not very tech savy) that don’t understand each issue shows up at the bottom of member dashboard area. Currently I am using the following code to list each magazine issue but not sure where or how to insert the code to “Force widgets to the top”

Here is the code from the WP Dashboard Widget API, that I can’t wrap my head around. I am sure it’s easy and with some guidance I hope to figure that out.
