Unable to reorganize images in gallery upon upload

Hello,

I am unable to drag and drop like demonstrated in this video:

I am trying to reorganize my gallery of images because the theme that I am using requires it. When I attempt to drag them I cant and it only highlights the text and my cursor does not change into the cross like show in the video.

This is what happens when I drag one:

I have updated to WordPress version 3.3 and it still will not function.

Any help would be greatly appreciated I have already tried manually entering in a sort order in the “Action” entry but whenever I set values none of them are saved upon closing.
