Force pending approval for first post by a new author.

I want to allow all my new members to have the role of authors so they can post freely on the site but I want to have their first post be approved to make sure they are following guidelines. Whats the best way to go about this? Simply starting out everyone as a contributor and then changing their role to a author is not a practical option.
