Visual Uploader and Post Edit Buttons Not Appearing Properly

Hello, the image uploader of my post editor does not show me any buttons allowing me to post the images to my blog post. It does “pop up” and allow me to upload images, but does not have any buttons to allow me to put them into the post.

Also the text editor buttons do not all appear, and what does appear doesn’t appear properly. This is a screenshot of what I do get:

I have already cleared the cash, activated “Use Google Libraries” Plugin, followed everything on here:

I still can not see the editor buttons, or the buttons to add images in the image uploader.
