Completely Removing Themes Option

I am looking to strip wordpress of themes (so that I can easily use designs and implement them), basically, I’m not wanting to delete a theme or anything, I want to REMOVE the themes option altogether and make it where it can be simple as the old days with simply a header and a footer and some editing to make it look like you want. Is that possible or am I going to have to strip wordpress of a lot of stuff (which I’m not looking forward too)?
