Is it possible to make it so that when you enter a new link in the Manage Links page that it does not automatically add "http://" in front of the link? We are trying to add a link for a telnet:// address.

This is a lousy choice, but maybe use phpMyAdmin to edit the wp_links table and change the link_url field for that link.
Of course, if you edit that link, you'll have to manually fix the link_url again. ;)
