[Plugin: WP-Cumulus] Cumulus micro-blog type of plugin?

First, I am SO not a techie, so I’ll probably use incorrect terminology. 🙁

Here’s what I want to create:

Either via my own micro-blog plugin for a WP site and/or by setting up a twitter account using a very specific hashtag, I want to make use of the awesome Cumulus tag cloud to display the results of these hashtag posts.

I’m trying to create a page within my site where an animated word cloud will by dynamic, changing fairly frequently through each day as people share things pertinent to a specific hashtag.

Is that possible? Thanks in advance. 🙂
