Upload/Insert links missing for one user

I just set up a multi-user site, and when one of the users (who was given Author level access) went to create a post, the Upload/Insert links were all missing, and when she clicked on the set featured image link, it said she didn’t have permission to perform that function.

The only way to fix this is to delete the current user account and create a new one. It’s relatively easy and only takes a few minutes. If the account that needs to be deleted already has posts and links associated with it, just create a temporary account that you can assign them to and when the user has created their new account, just delete the temporary one and assign the posts and links back to them.
