Includeing a file with php not working with multisite

At the bottom i require a counter but its not working in multisite??? why?

FYI: in the main blog all you can see is /**/ because i commented one for preserving the old code but the commenting didnt work so it outputs /**/.
It doesn’t work without the commenting too so dont say dont use comments
