    The information means: You have to change the permissions of “/public_html/wp-content” to 777. So, open FileZilla or Cyberduck or whatever FTP program you have, connect, right-click on “wp-content”, choose “Change Attributes” or “Change Permissions” or some similar command, and enter 777.

    Actually I installed wp but reinstalled it again and I deleted folder w3tc in the previous wp. When I activated the plugin in the newer wp I installed the plugin was fail and I got that information. I also checked the permission like you said to 777 but nothing happened, just the same.

    I would suggest to uninstall your old W3TC completely, by clicking on “Delete” in the Plug-ins page. Then to install the latest version of W3TC, by clicking on “Add” and searching for “W3 Total Cache”.

    P.S. Before you “Delete” completely, you may want to Export your W3TC preferences. This can be done from the “General” tab of W3TC.
