Have you tried:
– deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the Twenty Eleven theme to rule out any theme-specific problems.
– resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.
– re-uploading the wp-admin and wp-includes folders from a fresh download of WordPress.
Ok… first I cannot get to my Installed Plugins menu because the side menu bar is gone and it is NOT listed on the Upper Admin bar. So I cannot deactivate any plugins.
I have tried switching to the 2011 theme with no difference… although switching themes makes no sense since it is not the theme that is broken, but the wordpress dashboard / admin area.
I have uploaded a fresh WP-Admin & WP-includes folders through FTP… no change.

Any theme can impact the WP admin area.
YAY… success! I found a way into my plugins dashboard by going to UPDATES from the top admin bar… then I updated a plugin and at the end of it, it gives you the option to go to the Plugins list.
Then I deactivated all plugins. Reactivated one by one and found the one that caused the issue:
Digi-Traffic Mulitplier
