You are suppose to delete any file when you create a page or post you do have way to switch off comments by untick allow comments.
So I’m not suppose to delete anything?

Simply go to Settings -> Discussion and uncheck Allow people to post comments on new articles option. If you also don’t want the user to have to go to individual post pages to see the full post contents, make sure you have the option Full text chosen under Settings -> Reading.
When you delete any core file or any file in theme and as wordpress works with field names and files and you have deleted a file and when that file is asked for in code and can not find you will get error.
So it is best leave the core files in wordpress and theme as they are and if you do not want any part I am sure the designer or coder has option in admin panel.

So as of right now I took the easy way out and deleted the comments.php in the appearance editor.
What I want to do is only have a blog on a single page not on every page.
