Setting up WP with pages outside of database

Hi all. I had two websites that were recently accidently brought down. I tried to restore both sites using the backup of the files and databases that I had. I was able to restore the first one (www.daniweymouth.com) with ease. After trying several times, I still can not get the second one working(www.realrockentertainment.com). It turns out the first one is NOT storing its pages in the database. I have logged in to the PHP Editor and verified this to be true. Sooooo, how does this work then? How can I replicate this for the second one?
