Cannot see Stats Access

Hi,

I’m trying to install the Stats plugin on my self-hosted website, and have been following the instructions as per http://en.support.wordpress.com/api-keys/.

The problem is that I can’t see this “Stats Access” panel in my dashboard, whether it’s my self-hosted WordPress.org account or my WordPress.com account.

How do I view this stats access panel? I’ve been searching the forums for a possible answer but I couldn’t find an answer. Any help would be greatly appreciated.
