Where to find programmers who can make plugins?

    Hi all;

    A friend of mine with little tech knowledge would like to start an online business. He wants some functionality that doesn’t seem to exist in the wordpress set of plugins.

    Where could he go to hire a programmer to make him a wordpress plugin?
